GSA Implements Section 876 Increasing Competition and Access to Commercial Markets

In August, the General Service Administration (GSA) released two pieces of information regarding Section 876. On August 14th the “GSA issued the ASTRO solicitation for manned, unmanned, and robotic platforms.  ASTRO marks the first use of the Section 876 authority by the agency.” In addition to ASTRO “GSA issued a Federal Acquisition Regulation deviation implementing Section 876 for its multiple award IDIQ contracts authorized by the Federal Acquisition Streamlining Act of 1994 (FASA).”

The Federal News Network also detailed the GSA’s issuance of the Advanced Notice of Proposed Rule Making (ANPR) “which authorizes civilian agencies to award multiple award contracts for services acquired on an hourly rate basis without considering price as an evaluation factor at the contract level.” One of the main goals of section 876 is to increase competition and access to commercial markets which will, in turn, affect government-wide contracts.
